Everyone needs a place of their own where they feel safe and comfortable. People with intellectual or developmental disabilities are no exception. Pioneer Center for Human Services help clients maintain their independence while living alone or within group settings through flexible programs such as:

Supportive Living Services:

Pioneer Center helps individuals enjoy a safe, stable and independent lifestyle while living themselves or with a roommate. We help build life skills such as budgeting, housekeeping, medication management and scheduling of doctor visits. The goal of this program is for individuals to learn the skills that will enable them to live as independently as possible.

Intermittent CILA Admission Criteria

The entrance criteria for the Intermittent Community Integrated Living Arrangement Waiver program are determined by Rule 115 of the Illinois Department of Human Services.

Individuals enrolled in the Intermittent CILA program, an individual must:

  1. Be enrolled in Medicaid, either with or without a spend-down obligation
  2. Be eligible for SSI or SSDI
  3. Live in his or her own apartment
    Own home includes:

    • Living alone or with chosen companions
    • Living with parent, foster parents, legal guardian or other relatives
    • Living with no more than two other individuals with disabilities
  4. The individual served in the Intermittent CILA program shall be at least 18 years of age, have a developmental disability and shall be in need of an array of services and  partially supervised living arrangement
  5. The individual or guardian shall give informed consent to participate in the Intermittent CILA program, which shall be documented in the individual’s record
  6. The individual or guardian shall agree to participate in the development and implementation of the Individual Service Plan

The Intermittent CILA program is for developmentally disabled adults residing in McHenry County.

Community Integrated Living Arrangements:

Pioneer Center for Human Services provides 24-hour residential care for adults with intellectual or developmental disabilities. Eight group homes located throughout McHenry County provide trained, caring staff 24/7/365 that assist residents in cooking, cleaning and participating in community activities. Clinical, medical and recreational services are provided to improve quality of life. Custom-designed, accessible homes provide a haven for residents to flourish as a family. Transportation is available for residents to enjoy day programs and work opportunities that further enrich their work skills and social lives.

CILA Admission Criteria

Per Title 59 Illinois Administrative Code, Part 115 – Standards and Licensure Requirements for Community-Integrated Living Arrangements criteria for participation of individuals includes:

  1. An individual receiving services in a CILA shall be at least 18 years of age, have a mental disability and be in need of an array of services and a supervised living arrangement. If Pioneer Center does not have the capacity to accommodate the individual’s particular type or level of disability, this does not render the individual ineligible for CILA services.
  2. The individual or guardian shall give informed consent to participate in a CILA, which shall be documented in the individual’s record.
  3. The individual or guardian shall agree to participate in the development and Policy #: 161 P a g e |2 of 2 Next Review Date: 06/27/2023 implementation of the individual integrated service plan, which shall be indicated by the individual’s or guardian’s signature on the plan or a note describing why there is no such signature.
  4. In Addition:
    1. All of Pioneer Center residential programs are open to all qualifying individuals regardless of race, creed, color, or sex.
    2. All individuals must meet all screening and assessment requirements as determined by the local pre-admission screening agency, Service Inc of Illinois.
    3. The individual will complete all other agency intake requirements through Pioneer Center’s intake department
